After setting those two options go back to the admin panel and then to Members -->Permissions --> General Permissions and set "Post new topics, but hide until approved". You should see a lot more permission settings now.

OK.. I figured out how to get the users to have email notification to sign up and I have 3 questions for them to answer.

I don't know how to moderate the posts, I don't get that many as of yet, but would like to do it please.
