basically - moderator is a special kind of group - you can not assign any user to it directly.

-- a board moderator is only a moderator when that user is viewing inside the specific board. At any other time, that user is NOT flagged as a modera...

create an additional group to add the mods to that lets them view that board(s). or add them as local moderator of that board(s).
