Not strictly static, converting it to a proper static site would require less in the way of resource allocation later on but doing it is complicated

My suggestion for a possibly cost effective solution is to visit Elance© website and post the job description and see what response you get, lots of competent coders there willing to work and this sounds like a fairly uncomplicated task to perform...
