Adding permissions to add only certain membergroups to other accounts

Alright, hopefully I'll be able to explain this in a way that makes sense:



I need a way to create a new Membergroup, lets just call it a Game Master, for simplicity.

The Game Master membergroup is not going to have administrator or moderator capabilit...
