I got a few quirks in upgrade pkg, had to full install...

Had a 2.0.9 test site and tried to do upgrade, kept getting stuck at step 16 and I'm not certain but it looks to me like it was balking on the membergroups table cause if i just exit out and try to bring up the main screen (index.php) with the browser ...
