If you have verification set, the members won't be able to post, at all. That's the entire point of it.
As the verification mail gets sent immediately, they shouldn't even need to wait, long.
So, I don't, really, see the point in trying to achieve what you want, to be honest.
Unless I'm missing something (Which is entirely likely).
