The syntax live627 said is the one that, if he remembered correctly, is how you should do it. i.e.: 208.89.208-215.*
That means: the last block of an IP address can be anything, the second to last block must be in the range of 208 to 215, and the first two must be 208.89... i.e. exactly as you asked for. He was just saying that he wasn't 100% sure that's what the syntax was but was correct if he remembered it correctly. It's not something that people use very often, actually, so people do forget.
