Well, the thinking behind this was that a forum may have free members (guests, occasional users etc) who don't mind loading the default theme; and paying members, who, for their money and in addition to other added-on features, could choose a fancier theme.
Just a passing thought, nothing important, really. I would assume that a forum that seeks to build a visual identity for itself (branding) would only allow one "skin" anyway, while a forum that attracts members by allowing them to freely bounce from theme to theme would just give them away at no charge...
