Do you get an error when you try to add them or simply you can't understand how to do it? If you get an error report us which one 
Can you check "Forum » Administration Center » Logs » Error Log" and see if there are any errors related to this?
If you are not attempting to create those boards or categories with an administrator account - Did you set up all the permissions correctly? In order to be allowed to create a board or a category you should enable this: "Forum » Administration Center » Permissions » General Permissions » Carry out administrative duties » Manage boards and categories"
